I think adding the road name feature is available to Google Employees or Moderator only.

Do I understand correctly that the road is already on the map? If so, you are likely to be able to suggest a name using “Edit Map” and not “Suggest an edit”.
Whether it is possible or not is related to the location. Connect moderators do not have any special powers (except what comes with experience). If you can not, then you can seek help in the Maps Support Forum.

First of all thank you for asking.
Generally speaking we can say that while suggesting the name of a road is quite simple, getting it approved it is very difficult.
The main reason is that Google Maps, when we talk about roads, trust only public available official documentation, or self acquired data.
For this reason the best way to have a name of a road changed is to contact the Google Maps help community , to explain the issue and to share with them an online public available Official Cartography where the right name of the road must be clearly visible.
In addition in some country there are limitations of what the Local Guides can edit in Google Maps, as explained by @MortenCopenhagen .
If the road you are mentioning is in Yemen it would not be possible for us to suggest a chance, as you can see from the screenshot here below
But of course the first option (contacting the help community) still be available
