Why wont these spam listings be removed when reported?

Hi I’ve been on the phone with Google My Business few times trying to remove a bunch of spam listings and nothing is happening from them.

Hi @n00b these look like they were created through Google My Business when it allowed areas of service without an actual place on the Map. I’ll escalate these for investigation via the moderator channel.
