There was a ‘Primary Health Centre’ in my town which got upgraded to a ‘Family Health Centre’ months ago. But whenever I edit the name in Google Maps it always says “NOT APPLIED, Google couldn’t verify your edit” without even waiting for verification. What causes this problem? Is there any solution to this?

I noticed that the place has not been claimed. You could reach out to the staff/manager and suggest they take control of their listing on Google Maps and fix the name issue.
The National Health Mission of GOI classifies the public health care institutions in the following five categories.
=> Sub Centre
=> Primary Health Centre (PHC)
=> Community Health Centre (CHC)
=> Sub - District or Divisional Hospital
=> District Hospital
In this way, the name suggested by you “Family Health Centre” is nowhere in the list above.
Further, I do not find any photo upload implying the name change. There is one two year old photo which still suggests the current name.
The place is a Government institution & so there is no chance of someone claiming that.
Hence, the change of name through GMB is out of the question.
However, if more than one local guide from your town suggests the same edit, that will support your claim for the name change & will improve the chance of acceptance.
Maybe the centre I mentioned comes under Community Health Centres but its name board clearly says “Family Health Centre”. The last time I visited the place I wasn’t an active local guide, I’ll definitely take and upload some photos on my next visit.

I find your two-year-old review at that place. A local guide always remains “Active” unless the account goes under suspension, though you may be contributing sporadically.
Also please note an edit suggested on the spot along with a photo carries more weight. Nevertheless, your the location service on your phone must be in “High accuracy mode” and further, the photo must contain geolocation data.
