Local Guides do not contribute for perks, nor a perk is automatically given when you reach some level or result.
I am quite surprised, as in the latest two years contributed in Connect only posting about perks, so I can only copy here the answer you already received from @Ivi_Ge on January 2019:
"We are happy to have you here. The perks may be offered from time to time to some Local Guides. To maximize your chances of being eligible for a future perk opportunity, continue to add high quality contributions to Google Maps.
Please also be sure that your email preferences have perks emails enabled by visiting your Local Guides settings as mentioned above on the main post."

Adding to what @ErmesT has said, do check your spam folder… Many a times, mails go to that folder and you miss it…
And remember, we do not Contribute to get perks. We share our knowledge about different places etc on maps to help others and make maps better…
