I got views more than 1 lakh but still I am not getting my novice photographer medal. Why?

Because the “Impact” section is not fullfil yet.
You need to meet all the requirements before getting it upgrade to the new one.

But in photo below there is 1lakh+
I think you should take a closer look into your photo views and the requirement 
I believe you upload not only photos but videos as well, right? And for this achievement, it counts only views of your photos, not include your videos so the exactly view appeared in the Impact section was the right numbers.
Plus, sometime it takes time to update the scores/views into your account (after 24 hours since it got viewed by someone)
