According to the Local Guides Program Terms and Conditions

Who is qualified to be a Local Guide?
In order to participate in the Program as a Local Guide, you must:

have a valid Google account;
be at least 18 years of age

As per the Local Guide Program Rules, following points are must in order to participate Local Guide Program:

  1. You must have valid Google Account, create free Google account here

  2. You must be atleast 18 years of age,

  3. You must be signed up Local Guide Program by clicking here

As @ErmesT and @Rohan10 already told you, holders of Google accounts can join the Local Guides program if they are over 18.

Hello@Godmother to be a Local Guide one must have a valid Google e-mail Id, at least 18 years and follow the privacy policies of Google.
