Verification Options - changing address

I have a problem with one business on Google Maps.

They have recently moved (new address) and the business was not verified.

So we go in and claim this business. We log in and go through a wizard and are allowed to change address, phone and categories and more and in the end, we only have the option to verify by mail.
We tried both the app and the website and we could not verify by phone - no option to do that.

But as we did select verify by mail and we also changed the address to the new one - will the mail be sent to the old or the new address?

Why is it not verified by phone allowed for all businesses?

I am a Google Local Guide (Level 7) and I have also in the last month tried to change the address for this business to the new address but in all cases, it has been marked as “Not Applied” and not able to verify.
It is a bit strange that when you are at level 7 and have almost 2K contributions that you don’t have the trust to make simple changes that will help local businesses.
Also, I could supply verification as I can point to the local phone directory to prove this is ok but there is no way to send in additional details.

I am not sure what my options are to fix this - this means a lot for this small business to have this fixed as soon as possible.

Since the business is claimed, you need raising this query on the GMB platform.

It is not claimed. I can’t claim it yet.

Claiming businesses is a part of Google My Business matters, not Local Guides.
