Unable to add a road

I am a local guide on Google maps but am unable to add a missing road on the map. What might be the problem or is it about level?

Adding a road to Google is very easy and has nothing to do with your level. Just follow this link from Google

@Stanucious The link you share actually miss leading. Maybe it works before but now there is no option for road only business address. I used to cross a bridge in my city but google does not create it as a road or not show any sign that can show it is a road or bridge. It only shows the river. I want to mark it as a road. Google needs to update the documentation or it should give us a chance to add the road. Thank you.
