First, this is not the right forum to ask the particular question raised by you.
Nevertheless, even on any other forum, the right query should have been how to get the necessary pass and not how to circumvent that.
Secondly, in the current scenario, only some medical emergency will need long-distance travel. Rest all reasons would be superfluous.
