Is there anyone who knows how to add in Google Maps the traffic surveillance cameras in a way that Maps users can be warned about their presence? Of course that I can add them in a MyMap, but this is not very helpful for anyone.

There is no option to add speed camera locations in Google Maps.
You may try another navigation app from Google, Waze, to do so.
It is always safer and cheaper just to adhere to the limits

These are not speeed cameras. The authorities are watching for traffic incidents. They are tracking cars by OCR the license plates and timestamps. They monitor all main intersections from the city. There are almost 500 such 360 degrees cameras. I thought it is good to know where they are

We can not add places that are not on the list of Categories.
Normally, to be a category it needs to be a place of interest that some people would want to see or visit. Hence such cameras might not be added to the list of Categories. Another consideration would be if having them on Google Maps would be mostly helpful to criminals who would like not to have their license plates recorded.
