Log out of your email ID from the phone and log in again. I’m not sure if it will help, but it’s worth a try.

Timeline was recently changed so our data is stored on our personal device and not in the cloud.
I’m not sure if the message you shared is related to Google Maps. I believe the encryption thing is related to your entire Google account. Pls see Get started with on-device encryption - Computer - Google Account Help
