حاولت انشيء. اربع ملفات تجارية وكلها علقت ولم توثق من قبل قوقل
ثم مسحتهم واردت ان انشئ ملفات اخرى ولكن مكتوب اني لا استطيع بسبب تجاوزت الحد الاقصى من المسموح به من الانشطة رغم اي لا املك ملف تجاري موثق

By creating a file do you mean creating a new place/business on Google Maps?
Are you some how related to those businesses?

Yes I have done that with 4 bussness profile and it getting suspended and then after I deleted them to create anew another one it says that I reach limit in owning profiles which I already deleted them becouse it getting suspended
Now I need to fix that becouse its effect my google local guide profile I am level 8 olmost 9

When you see info about a business being suspended you are not acting as a Local Guide but as business owner.
This forum is for volunteer local guides only. Business owners have their own help pages and forum.
Here is the GBP help center and you find the GBP forum here.
The interests of a business owner and a local guide should not be mixed since there can be conflicts of interest. So please delete your account here on Connect should your primary interest be your business.
The situation could be different where you live if for instance the GBP program is blocked for some reason.

The thing is which I am tring to do it tring to verify my own business but always it suspended while I own the documents and banners and the license. But maybe becouse I fail 4 time to create verify one
