You should ask him what error messages he sees when trying to sign up.
I’m aware of the fact that suspended Local Guides are unable to sign up. This might be the problem in User 16114187217702269200’s case.
There is no email or direct support available from Google to Maps users and Local Guides except posting in the Maps Supportforum and here on Connect. You might be lucky to get your problem “escalated to the relevant team” from both fora.

Ask him what he sees when trying to open localguidesconnect.com. If he sees the “banned” error message" he is for sure suspended. Just like in the other case I shared a link to.

I think you can try the participation test in Local Guide Connect, but does it really make sense? I doubt. (Waiting for the opinions of Googler and LG moderators)
The contribute ID of the poster is already listed (it is a profile link, so you can check it after clicking to open it).
However, LG has the pros and cons of publishing this Contribute ID, so I will not post it here.

And no, I have not seen people being suspended prior to signing up. But the violations are consistent with violations normally assiociated suspensions.
