We do come to know about the congestion the moment we select a navigation path.
Further, when we choose the traffic layer in the Maps app, the congested roads appear in red.
That’s a sufficient indication.
The screenshot as below will make that more clear
The green paths do not have any obstruction. The orange one has somewhat more traffic and red are congestions.

This article explains how does the AI predicts that.
Nevertheless, if the local authorities communicate about the planned road closures, that will reflect in the map.
Or, do you wish to have enhancements in the current arrangement? Then you have to propose that in the Idea Exchange. That’s what are you saying through future events and road closures?
Finally, are you saying such notifications make you emotional and you wish not to have those?
You can turn off any notification anytime.
