In step 1, just displaying the information about the road. Please press and hold the information, you can display the menu like step 2. When doing this, I recommend you to use the satellite map mode.

At least, I and my friends in Japan (include a user who doesn’t attend in local guide program) still available.
Therefore, this may be a limited experiment/function in Japan, as PaulPavlinovich said.
In fact, I also thought about it. So I wrote this post in Japanese.

For the engineering team to investigate further they will need a recent screenshot of your edits tab? We need to verify if you applied roads are listed there or not.

Recently, I added 5 roads. Now, 1 of them is “NOT APPLIED” and 3 of them is “PENDING”. And the last one was missing. Anyway, I took a current screenshot. When the status will be changed, I’ll comment again. Is that okay and what kind of screenshots do you want? If you and the team have thoughts, please let me know it.
By the way, after the interface was changed, my editing about roads has never been approved so far.
