As per rules to join local guide program the minimum age requirement is 18Y. Still you’re not 14 YO. Kindly exit the program by following the below link and come back when you’ll be 18 YO.

I would like to remind you that when you created your Google account you were asked to verify your age with clear guidelines that your age will limit your access to certain products/features or services if you are under 18 years old.
Some content comes up with specific age restrictions and the Local Guides program is part of the services that required you to be of age.
Since you are underage, I would like to ask you to exit the program from this page Local Guides settings page. You are more than welcome back after you turn 18 years old.
