Yes. Local Guides is a voluntary program and many people participate in it because they want to be able to help others via the Google Maps platform.
On the other hand Connect is a place for discussion between Local Guides - a global community of Google Maps members who like to contribute so that Google Maps information is more accurate and can help others.
