@iorikun301 gave you tips for uploading videos to Google Maps. From your screenshot it seems you are trying to upload a video here on Connect.
We can’t upload videos to Connect. You need to upload the video to YouTube first and then insert the link to YouTube here on Connect.

Or if you are trying to upload the video from a desktop to Google Maps, then try uploading it directly from your phone using the Maps app rather than a browser.
Yes, @MortenCopenhagen , and I reposnded to @iorikun301 noting that my video meets all the criteria @iorikun301 outlined. Also, note the background of the screenshot is from Google Maps and not this forum. I am not attempting to upload a video to this forum. The issue is with Google Maps. Most videos I uploard from from a browser and not my phone. I uploaded another video to maps from this browser (Chrome) just moments before. This is a first.

Have you tried to upload it from different browser, @Threesixtography ?
Glitch does happens, sometimes.
Please, try Clear cache & cookies, if you have not already done so. The link has step-by-step instructions for Android, IOS, and Desktop. Just select the relevant tab at the top.
Trying the upload from a different device could reveal if the issue is linked to the video file or your device.

No, not yet. I’m being stubborn about that part - LOL! I will shortly though. If it doesn’t work using a bigger hammer I’ll try another browser.
Yea. First boot the machine. Then cache. All standard practice. LOL!

Without this kind of information, it is difficult to give you an answer, and I am sure that this kind of test will also help you to troubleshoot the issue.
Have you updated something in your desktop computer before the failure?
Have you taken the video with the same device used for the previous videos?

This morning the video uploaded without incident or problem. Doh! I guess yesterday I just wasn’t holding my tongue right…
