I found a college which is very popular in Barishal. When I entered this college through Google Maps I can’t find any option to edit, add photo and write review of this college.

It could be an old and incomplete listing.
Such data issues are better dealt with in the Maps support forum.

I’ve seen this issue before @KamalHossenR but in a slightly different context and I stand to be corrected by my recollection is that given that this is a legitimate place, if you click at the location and then Add missing place > Islamia College > University and proceed.

It was added as a polygon feature instead of POI feature and photo adding option is now disabled to any polygon feature. So you can’t add any photos untill it convert to POI.
