I’ve been living in Goa for a while now, and I’ve noticed that when I try to correct a place’s hours or mark it as temporarily or permanently closed (many once-popular places have been shut for months even during peak tourist season), the vast majority of the time the edits are NOT accepted even when I provide photo evidence for it.
This long string of edit rejections seems to have even caused me to lose my Local Guides status at one point – which luckily I’ve been able to successfully appeal.
But the issue remains: there’s so much outdated info on Google Maps in Goa, and at this point I’ve become too demoralized to correct it anymore.
Can anyone shed some insights on who manages/reviews edits for Goa and/or India? And how can we escalate when accurate changes get rejected?

Some time it takes time when we post review, edits because we are more than 20 million LG in India. It gets verified then you will get mail when we report.
Yes the long pending time is also an issue, but not the focus of this post.
The main issue I’m referring to is the “Not Accepted” status after all that pending time. From my personal experience, around 90%+ of corrections I’ve made in Goa have ended up as “Not Accepted” even when I include clear photo evidence in real-time.
I’ve never seen such a high rejection rate in any other city/state/country that I’ve lived in and contributed to.
So I’m really curious: on what basis are the edits “verified” and rejected in Goa/India? And how can we escalate clear flaws in the process?
For example, there are places in Goa that I’ve seen closed for a year straight now and still every day it shows the place as being “Open” with fake hours. My edit attempts to correct these places repeatedly get “Not Accepted”. Why? Surely even Google’s own user traffic data could show that these places are no longer active.

You can post your issue with the google maps link of the business and proofs so Moderators and Googlers can do the needful to resolve the issue.
If any edits not approved, don’t submit it to multiple times.It may consider as a spam.
I can understand edits “sometimes” not getting approved due to a mistake or misunderstanding, but in Goa almost no changes get approved from my experience. It’s become completely dysfunctional. In my photos I even make effort to include the location name where possible, and I’ll submit my edits while physically at the location so that my GPS location can further add credibility to the edit. Yet still almost every correction gets rejected.

Also how does one become a moderator? Because it seems that none of the people moderating Goa edits actually live in Goa or the neighbourhoods they are rejecting changes in.

I don’t see a specific issue in managing edits in Goa, in the sense that edits are not managed in different ways depending of the area. I fully understand that in some areas it can be more difficult to get your edits approved, but this depends more on the characteristics of the area than on the way the edits themselves are managed.
All edits must be approved in order to be approved. Google relies mainly on the availability of information online (for example public records of businesses) for verification. Our photos are often of little value as an element of verification (even if Google requires them) for the simple fact that the GPS location could be modified and someone could use this method to close open businesses, in this way damaging competitors.
Furthermore, if a business is claimed for a local guide, it is almost impossible for our edit to be approved, because those places are managed through Google Business Profile. For a better answer could you share with us the link to some listings that you are unable to edit? This would help us give you a more specific answer.
However, while checking the area I noticed something, which I will immediately report internally: There are tourist accommodations managed online by one or more chains that offers tourist accommodations in the area. Each of them is linked to a web page from which to manage the reservation. Many of these links are broken, which means that the place is no longer managed by the group.
In fact, all of these should be removed, but for us to do so is practically impossible, precisely because claimed.
