Is the water still warm enough in order to swim? Are there any restaurants and cafes on this alley?

I took that pics a couple of days ago on Sunday morning.
It was too early and I live close by so ever since Covit19 tourism is not as high as isuall therefore is not that crowdy at early hours.
There are few restaurants close by that are open but not that many yet.
Water is cold but temp oudoor are between 25 to 28 celsius so its feels good actually going for a swimming.
I live in Tenerife, this week its warm a bit windy but is like paradise, amazing sunsets. Its a shame the covid situation and poor stability about traveling, just looking forward to enjoy a paradise island full of people enjoining our beaches and landscapes.
