Welcome to connect and nice to E-meet you here. Of course its not what someone else can unlock on your behalf. It unlocks as a result of your contributions on Google maps. Therefore it probably is a problem to be resolved.
I’m quite surprised at the screenshot you showed here. What I can see of your profile is quite different. Are you sure this is the same profile here where you got the screenshot in this post from? If yes,this is the screenshot seen from my ends here.
Aside your new contributor badge,these are the other badges I can see. Note also your facts checked is “Zero 0” altogether.
Please kindly confirm that your Auto Delete is set to off? That settings is found in the**maps history found 
here?**To access that page,check or change the settings, Auto- Delete(off)
