I apologize in advance if this is the wrong page to post this. I’ve been trying to solve this problem for a while.
In early April, I was able to post a 360 pano to my SV account from the state of Oregon, then another from northern California (Klamath, CA).
Since returning to San Francisco, I have not been able to post 360’s to SV unless I have a Wi-Fi connection.
The screen alert says “Publishing is restricted to Wi-Fi, you can change this in settings” (kinda vague: which settings?)
I’ve reviewed my iOS settings, deleted and re-installed the app and checked the iOS settings again, and made sure the Cellular settings allow SV to connect, yet I still get the screen alert.
I am stumped, and I cant find any information online, or any indication that others are having this problem.

It is not the iOS setting, it is the Street View app settings.
One of the SV app settings is to publish over Wi-Fi only, if you do not mind using your cellular data to upload photo spheres you can turn this setting off.

I can confirm that this has been a known issue to the Street View team and they have received multiple reports about issues with the Street View app for iOS. As you already tried to delete and install the app again, I advise you to send a feedback directly from the Street View app to the engineering team and wait for their feedback. Don’t forget that there is no support on Connect for trusted photographers anymore and the best way to keep yourself updated is by checking the Announcements section in the new help center.
P.S.: With the above said I am marking my comment as a solution. This means that if someone else has a similar doubts, the information can be found easier.

I considered this as well, but was unable to find the settings for Street View, within the SV app itself. Can you provide directions or a screenshot? Thank you!
I found the settings for SV and I was able to upload a 360 (again!) Thank you for pointing me in the right direction!
