Why there is no socks perk for Local Guides in Mumbai,India while other cities got the perk…???
I have enabled the Perk option in settings than too…

We would like to let you know that Local Guides program is not a program that focus on giving out perks. We do send out perks as a sign of appreciation towards the Local Guides for their contributions.
This special edition perk was sent to a limited number of Local Guides who regularly make high-quality contributions to Google Maps. To maximize your chances of being eligible for a future perk opportunity, continue to add high-quality contributions to Google Maps.
In addition to that, since what you shared here is not an idea but more towards a question I am moving your pot to the How-tos topic label and I am marking this reply as the answer to your question.
