As the name suggests, it is made for the queen by the King Pratap Malla in 1670 AD to console her as she was in grief of losing their son. The pond consists temple of deity Shiva at the center of the pond & other small four temples at the corner of the pond. At that time, king had collected holy water from various holy places and poured in the pond.
It was destructed by the earthquake of April 2015 and is under construction.

Looks like a cool place, especially given that it is several centuries old and still looks in a good condition.
Is swimming or bathing allowed in the pond @Emon_Dhungana

As it is under construction, it is not opened for public. But in the olden days, it used to be opened for public in Chhath & Tihar; festivals of Hindus.
As it comes to swimming or bathing, it had lots of fishes. So it was not allowed. When it was destructed by earthquake, those fishes were taken to another pond.
