I need help to re classify an area to as it’s own neighbourhood on Google Maps. Currently it’s merged into an adjacent neighborhood.

Unfortunately there is no way for the Local Guides to perform this kind of changes.
Modifications on the Map Layer can be made only by Google.
What you can do is to inform Google Maps in the Google Maps Help Community , remembering to add in your post a link to an “Official” map of the area, for them to escalate the issue to the team.

And yes, it is certainly possible to tag others here on Connect using any device. Just type @ followed by the username. Type slowly and select the username from the drop down menu.
