I’m few-years experience local guide. I always try to provide reliable and experience based contribution to the community, never spamming or providing fake content.
Among the contributions I give are the reviews of the online stores that I used. They usually look similar, such as:
“Product (type of product)” ordered online. Promise date kept, received goods in accordance to pics and description. Good prices. I recommend!"
I never copy/paste and always adjust to the specific experience.
Recently I noticed that google cancelled/ not posted all of my reviews like that!
I applied but no reply yet. Can you please support me on how can I further apply to that as it make completely no sense?

I have come across many posts and responses on the subject but so far no concrete response has been noticed. We do get some generic response and some generic links of the policies but they do not help much for the specifics.
Hopefully Google might look into it and start providing reasons for specific cases where the review is not made public or rejected.
That way only it will help LGs else you will keep wondering and doing permutations & combinations of this reason or that reason.
Specifics are missing so far. This is purely my experience and others may have different perspectives.
