You are looking at the number of likes and ratings in a wrong place.
At the top of your list of reviews the numbers are off (this is a known issue) and they probably refer only to the reviews currently shown on your list.
Please go to your profile instead:
Tap your profile picture in the top right corner.
Tap your name at the top.
Then scroll down a bit and you will see the summary of your contributions.
You have contributed 36 reviews and 0 ratings.
So I believe you have not added any ratings-only. The star ratings you make as part of a review are not counted under ratings. Under ratings Star-only-ratings are counted.
There is no good way to find out how many likes your reviews have received in total. But you can scroll down to the end of your list of reviews and the figure at the top should be correct. For those with a lot more reviews this is practically impossible.
Your one finding is right. The count of likes is remaining stagnant on the main page even though we see an update on the badge.
I received two likes in the previous two months. However, the top page shows the same count.
Nevertheless, what’s important is to have a correct count on the badge and if that’s updating, there is no need to be anxious.
Further, to have a zero count of the ratings is a good indication of your efforts. The meaning is you have included a review for every place you rated till date.
I hope that Google will consider either eventually fixing the total likes issue (since it seems to be already accurately counting that in our badges)
or
adding a ‘more info’ button (?) in this section that users can tap to find out the exact definitions of these terms (e.g. Ratings = Total ratings submitted. Excludes ratings provided along with reviews).
