I want to report an illegal place that is listed on the maps and is extorting money from users, according to some reports and recent reviews I have collected from nearby users. So, what’s the procedure for reporting it in the Maps community?

If the business owner is violating local / national laws this should be reported to your police / the authorities.
I don’t recall Google trying to solve such disputes, but if you have concrete evidence (not hearsay) and can point to the relevant laws/regulation you might be able to convince one of the volunteer product experts in the Maps Support Forum to escalate this to the Googlers.
You will need to include screenshots documenting your actions trying to solve this yourself in the Maps app and the status of these attempt(s).
You might also be lucky that one of the Google Moderators will see this and reach out to you privately to get the details.

Agreeing with @MortenCopenhagen this extortion case (if true) seems more on track if it was reported to the local police by the victims.
