Close to the top it is stated clearly that you need to be 18 or older to join the program. This is not new.

I would like to let you know that you can tag Connect members in your posts by writing @ before their name. This way they receive a notification and know that you are trying to communicate with them directly.

While this is true for joining Local Guides Connect, the age required for joining the Local Guides program depends of the law of your country, as clearly indicate in the Local Guides Program Terms and Conditions : "In order to participate in the Program as a Local Guide, you must:
- have a valid Google account;
- meet the age requirements for your country;"
Following the last link you will find a list of countries, with the age requirement for each country (e.g. in Italy - my country - the required age is 14+).
If your country is not in the list “13 is the minimum age to manage your own Google Account”
