As I reckon, Google follows a laissez-faire approach but keeps on enforcing the policies in the background.
Aren’t you aware that Maps discourages group photos and selfies? How many of these have you deleted till date?
Aren’t you aware that more than a hundred of your reviews are now private? Nobody else but only you can see those.
I have noted in the past that many LGs lost their local guide badge because of non-adherence to the contribution policies. The automation or AI keeps on scanning profiles, periodically and purges the non-compliant ones. The higher the number of contributions the more is the anxiety.

I would like to start with the important fact, that the Local guides program is for individuals who contribute to Google Maps, who like to help others to discover and explore their world. Local Guides are not paid nor may they earn money for their contributions.
As @C_T mentioned, the Local Guides community and Google Maps are scanned for people who are trying to spam or take advantage of the program.
If you have any ideas, that you would like to suggest, you are more than welcome to add it to our Idea Exchange board, and it will be reviewed by our team.

I had a look at your contributions and would suggest that perhaps you might like to read the Maps User Contributed Content Policy and not contribute images of people.
You might also find this post helpful.
Contributing lots of duplicates and shots of people will get discovered and made private in time.
