Not all the places in the world have an address as we are used to consider it (country/postcode/town/street/number) so there are other options available to indicate a location, and there are no rules to indicate that this is not possible.
The most useful option, available worldwide, is the plus code, but I am quite sure that GPS coordinates can works well, is a traditional address is not available.
I tried your link on a desktop (and took away the " at the end) and it now shows the photo. The photo is posted to the place called Szarvaskő Castle ruins found here: https://goo.gl/maps/shzjv3GgfgDg8Kay6
So I don’t think the photo was posted to a set of GPS coordinates, but to the POI I shared above.
The place has no address but only a set of GPS coordinates. This place was put on Google Maps a long time ago. Very likely in the old days when Maps Maker let users add places anywhere on the map. I saw at least one review that was from 5 years ago. Much will change in 5 years.
So your notion that the photo was added to a set of GPS coordinates in November of 2020 is not correct nor relevant.
Your latest blurry photo of some meat on a plate on a grill is not unusual in my experience. Photo captions can be expected to be shown like that.
If you take the place POPASUL CU MICI as another example of a place without an address, I think this is the address: Șoseaua Morarilor 1, București, Romania.

Introduceti in caseta de cautare din Google Map :“Szarvaskő Castle ruins” sau :“47°13’48.2"N 17°32’55.7"E, Ungaria” , și sub numele “TamasSomfai” veți găsi 4(patru) poze postate toate in luna Noiembrie 2020 de la aceasta locație :
Fără a intra în polemică cu dvs. , vă atașez încă o mostră de localizari a unor locații : Simplu, “CEHIA” , sub care sunt postate “n” poze / imagini din diferite POI-uri.
As it is stated in the Add a missing place to the map article: “You can publicly add missing places such as public landmarks, coffee shops, or other local businesses, to the map. You can publicly add or edit addresses in maps.”.
Similar goes for the uploading photos on Google Maps: “You can add photos for points of interest, like businesses or parks, but not addresses or coordinates.”
I would suggest you to post your observations on the Google Maps forum, where the experts would share their knowledge on this.
