Published list is a very new feature. Please read: New: Earn points for making amazing lists
“If you’ve already created a list that includes the above, simply make sure it’s set to public and you’ll earn Local Guides points. We’re rolling out this feature over the next few weeks. So, if it seems like it hasn’t taken effect for you yet, don’t worry*—it will soon!*”

As @ErmesT says this is a new feature. Make sure you’ve named your list(s), made them public and have at least four places in them to get points @user_not_found
