ICH HABE BISHER KEINERLEI VORTEILE VON IHNEN ERHALTEN. WEDER NEUE FUNKTIONEN NOCH EINLADUNGEN ZU BESONDEREN VERANSTALTUNGEN.

I sense your frustration ie your use if All Caps.
I think you have a valid point. The LG team and Google Maps will need to revise the very old wording you pointed out. It clearly over-promisses on rewards compared to years ago and the current situation.
In my opinion there is no need to create unrealistic expectations as the current text does. It creates a lot of bad-will. In stead the text could mention:
Joining the wast community of volunteers who find joy in helping fellow Maps Users, Businesses, Places, and Society.
And tone down or remove the mentions of perks that almost never come true for the majority of Local Guides.
Maybe more words can be added based on the motivations that drive some of the most active Local Guides: ie. user driven initiatives like increased Accessible for people with special needs. Building community through organizing local meet-ups. Etc.
