The state/prefecture is normally chosen automatically based on the gps coordinats. Maybe the prefecture lines are incorrect.
Your hunch is correct. Areas can only be created via feedback. I suggest you use My Maps to document the area and share a link to it when providing the feedback.
Also, if you spot errors in the prefecture areas you can use My Maps to submit what errors you see. But you need a lot of official documentation to get prefecture lines redrawn.
Just search for a prefecture using text search and you will see the area with a red border.
