I was invited to the connect live 2019 event and would like to submit my application but everytime I press apply now it sends me to another email address that’s at level 1 and is basically making me start over and it’s not even my email profile

First thing, The problem is causing because you’re logged into more than one account in your browser. So log out from all other accounts except the one you want to apply with. This will work.
Second thing,
Having multiple Local Guides account is against the Local Guides program policy.
You will need to decide which is your primary account, and exit the Local Guides program from the other one. To exit the program, log in with your second account (not the primary one), and exit. Here in this link. https://maps.google.com/localguides/home/settings
*You don’t have to close the second Google account, just only need to exit the Local Guides program.
