When I am logged into my account it shows me the review with photos.
When I’m not logged in, the review shows but no photos? Do I upload photos again?
Do I edit the review and get it hidden?

This has been happening since couple of months @waza28 and seems people are clueless about this. The standard rules and policies are very generic and they may not help addressing this issue.
And, hence I suggest Googlers that on top of the published policies they should have the provision to prompt while uploading the photo about approval or rejection with the reason. Since this is done by AI, it is easier to flash the reason of rejection as well. Why to leave it for chance? Use the technology in totality for all fairness. This will reduce the cycle time and improve the productivity of LGs . And, more so it will will help CMs immensely.
The funniest part is when you edit any of your past public review for any reason, the revised review automatically gets hidden 
.
In recent past based on recommendations received here not to mention people name in the review, I have revised my reviews by removing the names and see what, all of my revised reviews are hidden now and I lost almost 50+ review counts because of this reason.
Even I had filled up investigation form but nothing happened so far in last two months. Possibly Google may take another couple of months to look into the issue.
And, on top upon providing feedback/suggestion for improvement, some of our friends advice don’t be impatient 
. I mean if LGs will not suggest then who?
I am just waiting and watching what Googlers are trying to achieve. That could be the learning curve for many of us.
