The sites on Google Maps for hotels has changed and I find it clumsy and frustrating. Difficult to add ratings and now cant find the way to Save the hotel ( as Favourite or Starred etc).
Or am I not doing it correctly.
Other locations and places are unchanged and easy

I agree with you.
We need to scroll down a lot before reaching the “Rate and review” option.
However, there is some reasoning for doing so. A would-be visitor is interested to know the availability & pricing first.
But, to save that place, the methodology remains the same. From the three dots menu, select either “Add label” or “Add to visited places”, to save the entity.
Once done, it is then easier to add the rating and review.

As @C_T mentioned, if you are on a desktop browser to rate a hotel all you have to do is to scroll a bit more. If you use your mobile device you can go to review, and you can give your feedback, as you can see in the screenshot:
If you want to save the hotel you can do it from the save button:
