This is a problem and has happened several times. I find a new business that is not on Google Maps.
I turn on location (sometimes not able to be cause of no cell signal, I am in Mexico)
Photograph the property securing the business name, phone number, address, owner/manager name, and any other pertinent information.
I get this response:

NOW THEY HAD MY DOCUMENTED LOCATION IN THIS INSTANCE, PHOTOGRAPHS, AND A PHONE NUMBER. Why couldn’t they verify it? Don’t they have telephones at Google?

Regarding your issue, have in mind that user generated content in certain areas may be disabled due to legal reasons. We may suspend or stop providing our services in certain areas if we are investigating suspected misconduct. Please have a look at Why is my edit status “Pending” or “Not Applied”? for more information on the subject.
Have you encountered this issue elsewhere or just with this particular place?
In additions to the indication given by @MortenSI about a possible lock of the user generated contents, please keep in mind that, when an edit is instantly not applied, the decision is taken by the software. My suggestion is: Keep it simple
There are basic information that are needed for adding a Business:
Name - The name should be the one that appear on the storefront, without any additional description of the business
Category - Choose the appropriate category (e.g. Grocery store)
Location - Choose the correct position on the map, with the related address
When you submit an edit in this way, Google Maps will normally ask you to submit a photo of the storefront.
Submit your photo, with the name clearly visible
Adding extra information can result in a denied edit, if all the information cannot be verified together. Adding extra photos, like the business owner, is useless, because that photos do not give any extra help for the verification.
I see that you edited the name as El Canton Mini Super, while on the photo i can see MINI SUPER El Canton. Also my feeling is that the name is “El Canton”, while Mini Super is just the definition of the business (Mini Supermarket) and should not added on the name
I noticed that there is street-view in the town where this mini-super is. Could you please share the location on Google Maps? Does Street-View confirm the existence of the store? If so, forget the address and simply place the map pointer at the right location. Street-View will then allow the automated verification system to confirm your photo with the existing data evidence by Google.
I agree with @ErmesT that less information is sometimes better. There is no need to share 6 photos to prove its existence. The one of the store-front with the name is the only important picture I see in your album. If you could add a picture of an invoice/ receipt that shows the name of the store, this would also help.
I suggest that you leave the phone number out, as I could not find the phone number mentioned online. So, this might also mean that the algorithm responsible for the automated verification process cannot verify the number.
Each data element that you submit is evaluated. So if the phone-number fails verification, the whole suggested edit might be rejected because of that single detail. Hence, less data is better (sometimes).
Although @ErmesT is right about the naming rules, this does not apply when the name of a place is exactly the same as the name of the town/ village. Since the storefront specifies Mini Super, you are allowed to include this in the name. It is more likely that the locals refer to the place as “Mini Super” than “El Canton” as that latter would only mean the town/village.

I went over to El Canton after writing both of you yesterday afternoon. The owner, Guadalupe wasn’t there and l wasn’t able to secure any type of pre-printed material with the business name (which is common down here), however, l studied the street view images very closely frame by frame and found the Mini Super which l downloaded. I then took similar photos of the same. (See attached) Now, what do I do with them?
To confuse me further, when l arrived back home l got a notification from Maps that Mini Super had been added, but l don’t see it yet.

If I understand correctly, you received an email saying that the place had been successfully added to Google Maps.
I don’t see it when I search for it. Can you confirm that the place has been successfully added?
My problem lately is one everyone here has daily which is getting that internet connection to even communicate. It’s very frustrating after having reliable service everywhere l have lived, but l chose these more remote areas of Mexico, so these are the cards l was delt.
I will continue to have problems adding these small businesses and schools to Maps because they suffer this to if they even have internet or a phone to verify. The pandaria was turned down because it couldn’t be verified and l am sure there are dozens more coming up that will also be in the same boat, but l will continue to try because these places need to be on maps because they are invisible now online.
I hope you don’t feel discouraged @FollowDaleToMexico . Remember that the software that sometimes instantly denies edit and new places, does it in order to prevent spam and abuse. Sometimes it has a better safe than sorry approach to new edits and it does and it unfortunately hits legitimate edits too.

I listed it several weeks ago then received information on the now closed property. I submitted an edit which was rejected because they couldn’t verify. They couldn’t lxtapa because it is CLOSED. I provided the phone number along with 38 photographs So we have a listing which is active, but vacant and an incorrect name on the new location.

Regarding the spam you’ve noticed, you can flag individual photos and reviews if they violate our guidelines. I continue to run across things l see as a problem, yet they aren’t getting fixed so maybe it’s me. Perhaps a closed Business, a relocated Business, new businesses that are open and running and won’t be verified are things that take more time than what l thought. I don’t want to see someone showuo assing it open then get robbed, hurt or worse at the closed Ixtapa Location because it is still on Maps as open and l didn’t do enough but prevent it.
