I am a local guide in Kuwait, specializing in photographing places and wildlife in the Arabian Gulf. However, I find that all the documentation is not published on Google Maps.

Is the reason for this on my part, or is the Arabian Gulf neglected by Google?"

There are many places in Kuwait that are not listed on Google, and when I try to add them, I find that the request is either ignored or pending approval indefinitely. It seems that I am unable to get them verified and added to Google even I am olmost level 9

I don’t know if adding places in your country has been blocked for some reasons.

Earlier today I uploaded a ton of photos from my vacation in Latvia. Many places that I photographed were not yet on Google Maps, but I was able to add about 15 new places over two days.

Google will fight spam in many ways. One of them is related to assigning trust scores to each set of Local Guide and types of edits. So while your adding new places is low could explain why you have been unable to add new places.
