I’m a Local Guide from Mainland China and I share my living experience in Hong Kong. But I found out that I can’t comment and I’m sad. I hope I can get a solution.
Did you try again later as the error message suggested?
This messesage is often related to connection issues.

It could also be the spam filter not trusting you yet.

I noticed that China is on Google’s banned list, but why can I use other features besides reviews?
It would be very helpful if you would use the tagging tool when replying to someone here on Connect. Type @ followed by the username. Type slowly. Then we get an e-mail notification and you are more likely to get a prompt reply. Just hitting Reply does not ensure we get notified by email.
Google will never communicate the specific reasons, but a guess could be that the local authorities have asked or prohibited Google from accepting such user generated content.

@MortenCopenhagen thx I just learned it
If I can do things other than review, does that mean I can also contribute to Google Maps?
@MortenCopenhagen Something worse happened. I opened Google Maps and found that it said that I was offline, but I did not log in to other accounts.
Did you check if you were off-line, @cmrjust ?
I often use Instagram to quickly test if my internet is up to speed.

I have checked. Because I have no problem logging in to Googlemap with other accounts
And if I could do anything other than comment, so can I continue to contribute to Google Maps?
Thanks.
This is strange. Are you able to add reviews from other Google accounts?
Are you currently in China?
What version of Google Maps are you using?
Would you be able to test if you can login into Maps with your account from a Desktop computer?
If yes, can you then add a review?
This will help us know if the problem is isolated to your phone or account.
We may need help from a Google moderator when you have answered these questions.

Computers can’t add comments either, I’m using the latest version of Googlemap and I’ve been online
@MortenCopenhagen sorry I just forgot to @ u.
I do in china now.
You missed some of my questions:
What version of Google Maps are you using? “Latest” is not sufficient.
Were you able to log into Maps with your account from a Desktop computer?
If yes, can you then add a review?
Cheers
