This mural is to beautify the huge dam wall of the Sugai.
This place used to be a park that often flooded because water overflowed from a large river.
Now a dam wall is built to withstand flooding.
The wall is given an animated mural so as not to vandalism or ugly murals.
Now this place is very nice and beautiful because it is well laid out.
