Why Google doesn’t let users from all countries to add and edit roads in their area?
It’s somehow strange to find in 2021-22 missing major local roads in the middle of some village(s).
In my case, there is missing a main local road (of 1 km) + a number of minor rural streets in a village, and I can’t add them.

I wanted to propose you a solution (different than Road Mapper), but it is unavailable in Moldova!

I can long-press anywhere in Kazakhstan or Russia and I can Suggest an edit on Dropped Pin.
But in Moldova (and Ukraine) I cannot do the same! I wonder why is that.

Moreover, this summer I’ve submitted feedback to GMaps about these missing roads, highlighting them on screenshot. And, in over 5 months, there is no change. Meanwhile these roads are well shown on OpenStreetMap and national geodata maps.

@YerlanB No. They are well-visible on satellite images (Google), and as well on our national geospacial maps.
@dan10real Unfortunately, Moldova is in some “non-editable” mode on Google Maps for now… I tried to edit something in Moldova on my computer but with no results too. I don’t know what happens, maybe @TraciC @KarolinaPysz can answer this question. Below are screenshots from Moldova and Kazakhstan. There is no “Report a data problem” option in Moldova…

Unfortunately the reason why Google Maps cannot give the permissions to the users to add road in some country is MOST probably related to the restrictions and limitations that a single country decide to apply. It happens about roads, and it happens about Street View too, as you can easily see form this screenshot
There is no way for Google maps to overcome the limitations but, if updated “Official” Maps are available, it is possible to submit them to Google Maps asking for updating the data.
It can be done in two ways:

@ErmesT I think that the MAIN reason is that Moldova (as well as Ukraine) has the territorial disputes with their parts, or even armed conflicts (Transnistria In Moldova and Crimea, Donetsk and Lugansk in Ukraine). And Google was tired to reject all those edits from the opposite sides.
Because you can make edits in Germany, even if you can’t probably make Street View pictures.
Maybe I am wrong but I think that’s the reason

Disputed areas have indeed more restrictions about edits, @YerlanB , not because “Google was tired to reject all those edits from the opposite sides” but simply because it is not clear who’s the local Authority, but normally this kind of limitation is for the specific disputed area only.
In Fact we can compare what I can do in Kyiv
and what I can do in Donetsk
However, I’ve just submitted a road in Luhansk
But I can’t do anything in the whole Moldova, so the restrictions are different between the two countries
Moreover, my edit isn’t related at all to Transnistria.
IMHO, Google must clearly specify why such edits, contributions are not allowed for some countries. And when/how they plan to introduce them.
From my side, as a volunteer contributor to Wiki, OSM and Google Maps, due to such restrictions with unclear reason I will just lose interest in contributing to Google Maps. Or, when Google will decide to allow these kind of edits, I will not have anymore free time for them.
@ErmesT I suppose you have a different level of access to Maps editing, because I don’t have that tool to draw roads as you do. I can only report missing roads.
Maybe that’s what makes us see the situation from different perspectives. I can’t do anything anywhere (in Moldova or Ukraine), you can draw roads in Lukhansk

Regarding the restrictions, restrictions are normally not coming from Google Maps side (that’s why I wanted to use street view as an example, @YerlanB ) but from the local authorities
I am using the Desktop Road editor, that was announced in March 2021 in this post: Celebrating community milestones and exciting updates on Google Maps .
It is active in my profile from August 2021: News from Google Maps. Drawing a road from Desktop is live. Have you tested it already?
It is more or less like to use Road Mapper, but with a the possibility to add “type of road” and “Road name”. We can consider this like a desktop version of the Road Editor available on Mobile. Edits are normally approved within 7 days. Hope you will have it available too.
