Moreover, this summer I’ve submitted feedback to GMaps about these missing roads, highlighting them on screenshot. And, in over 5 months, there is no change. Meanwhile these roads are well shown on OpenStreetMap and national geodata maps.
@dan10real Unfortunately, Moldova is in some “non-editable” mode on Google Maps for now… I tried to edit something in Moldova on my computer but with no results too. I don’t know what happens, maybe @TraciC@KarolinaPysz can answer this question. Below are screenshots from Moldova and Kazakhstan. There is no “Report a data problem” option in Moldova…
Unfortunately the reason why Google Maps cannot give the permissions to the users to add road in some country is MOST probably related to the restrictions and limitations that a single country decide to apply. It happens about roads, and it happens about Street View too, as you can easily see form this screenshot
There is no way for Google maps to overcome the limitations but, if updated “Official” Maps are available, it is possible to submit them to Google Maps asking for updating the data.
It can be done in two ways:
By everyone - Contacting the Google Maps Help Community to explain the issue. It absolutely necessary to submit a link to an updated official (governative) Map.

@ErmesT I think that the MAIN reason is that Moldova (as well as Ukraine) has the territorial disputes with their parts, or even armed conflicts (Transnistria In Moldova and Crimea, Donetsk and Lugansk in Ukraine). And Google was tired to reject all those edits from the opposite sides.
Because you can make edits in Germany, even if you can’t probably make Street View pictures.
I would like to inform you that I have moved your post to the How-tos section, the place where Local Guides ask questions related to Connect and Google Maps.
Disputed areas have indeed more restrictions about edits, @YerlanB , not because “Google was tired to reject all those edits from the opposite sides” but simply because it is not clear who’s the local Authority, but normally this kind of limitation is for the specific disputed area only.
IMHO, Google must clearly specify why such edits, contributions are not allowed for some countries. And when/how they plan to introduce them.
From my side, as a volunteer contributor to Wiki, OSM and Google Maps, due to such restrictions with unclear reason I will just lose interest in contributing to Google Maps. Or, when Google will decide to allow these kind of edits, I will not have anymore free time for them.
@ErmesT I suppose you have a different level of access to Maps editing, because I don’t have that tool to draw roads as you do. I can only report missing roads.
Maybe that’s what makes us see the situation from different perspectives. I can’t do anything anywhere (in Moldova or Ukraine), you can draw roads in Lukhansk
It would be great if you can use @ to tag the person you are responding to. in this way it will be easier to follow the conversation.
Regarding the restrictions, restrictions are normally not coming from Google Maps side (that’s why I wanted to use street view as an example, @YerlanB ) but from the local authorities
It is more or less like to use Road Mapper, but with a the possibility to add “type of road” and “Road name”. We can consider this like a desktop version of the Road Editor available on Mobile. Edits are normally approved within 7 days. Hope you will have it available too.
