One of the requirements for a listing to be accepted as a duplicate is that the two locations must be at the same address.
So it will not be possible to merge them in the actual conditions.
What you can do right now, considering that the new listing has been already created, is to try to move the old one close to the new one following what linked by @MortenCopenhagen and then trying a merge (or closing the new one

Indeed since you added a new point, the most accurate choice right now is to close the old point, simply. So it is normal if your Move edit isn’t accepted. Moreover, as Morten mentioned in the help article, updating the location of a place is different from “moved to a new location”.
On the other hand, I see some mistakes with the new point you added. The name of a place should not contain descriptions so it should be only “Dr. Leila Maleki” in English and “دکتر لیلا ملکی” in Persian.
The category is enough to explain the field of a business/place. So it should change from the general “Doctor” category to “Otolaryngologist”.
One thing you should consider is the user’s ability to edit the medical places, decreased after the COVID-19 pandemic and it doesn’t come back completely to normal status even right now. So you may still see long delays or instant Not Applied for such places.
If you have Pending edits right now, you should wait until the result. If not, you can edit again based on my suggestions. Or you can wait a few days till I visit the place and edit it to the correct info. Although still there is no guarantee to apply edits soon, I will try what I can.
