The first thing you can do is search the community for topics related to Senegal. Then you can engage with people who started these topics and let them know that you want to create some Meet-ups.

It seems that @NadyaPN already answered in the right way, so please follow the indications. It may take time to reach and build up an active group, but is the better way for starting
