I’m posting on behalf of a Local Guide who asked for my help.
Account information
Name: Heng Phalsothearith
His Google Maps Local Guides account is still active. He can access Google Maps normally, and all of his contributions, photos, and profile remain visible.
However, when attempting to sign in to Local Guides Connect, he receives the following message:
“You’ve been banned from Local Guides Connect because you violated the Local Guides program rules and/or the Connect forum community guidelines.”
He recently submitted an appeal but has not yet received any clarification regarding the reason for the restriction.
Could a Google Moderator please review this case and advise:
Is this restriction only for Local Guides Connect?
Does it affect his Local Guides account on Google Maps?
Is there another appeal process or any additional information he should provide?

The appeal form suggested by @NareshDarji is necessary for being reinstated as a Local Guide (Google Maps), because, as explained by @MortenCopenhagen , he’s not a Local Guide He has been suspended).
However, before to submit the appeal, I would like to suggest him to do a bit of clean-up, by removing the photos posted twice on the same place, the video taken from the social media, all the selfies.
When we submit an appeal the team will check the entire profile and, if they find violations, most probably they will confirm the ban.
Regarding Connect, the ban is normally raised when someone is spamming Connect. Not sure if it can be also raised automatically when an account is banned in Google Maps
