I feel so sad that the local guide perk never got to me, I tried reaching out if I could be given a cod to track it but google did not respond to my mail.
What could have ton wrong?

So sorry to read about your inability to apply for Connect Live 2019.
I believe you should have gotten the email if you were a level 5 guide and above as at the time the application opened. However, I am not certain you will be able to apply if you just qualified after the application opened. Moderators are in the best position to clarify that, you should try tagging them in your post.
In the meantime, its good to make the best of the community and position yourself for other opportunities as they become available.
