As you can see on the post I linked to you, Google plus is no longer available.
With the migration to the new Connect, it is no longer possible to reply to the answer you are referring to, but of course you can tag @Cosmo in this conversation. The post was about to organise a meet-up in Croatia, and the link was to the Croatian Local community.

If you were interested in the local communities, I have to inform you that the Local Communities are no longer supported by Google, even if some community still active. With the migration to the New Connect, now the only official community is this one

Samo bih želio pojasniti da ja osobno nisam dodijelio oznaku Solution na gornji post. Dakle ja ne smatram da je meritoran i pravovaljan, da bi se mogao definirati kao Solution. Netko je drugi dodao oznaku Solution na temu koju sam ja osobno započeo.

As @ErmesT correctly said already, Google+ is no longer available for personal accounts but only for G Suite customers, that’s the reason why is not possible to open the link you mentioned. If you wish to connect with a specific Local Guide, you can tag them adding the symbol “@” before their username.
About your second question, comments can be marked as solutions by the author of the post, by Google Moderators and by Connect Moderators. You can find more information in the post How do I mark comments as solutions?
