Based on my observation,
I had report some local guide’s posts that doesn’t follows connect policies &rules.
Last month,
When I tried to report one local guide’s post, by mistake I forgot to add other main reasons in reporting box.
I did the twice time reporting many times,(This type of behavior is not appreciated, but I am bit nervous during reporting, so I tried to add max details in second times).
But, the first time(on last month),
I received this notification during twice time of reporting.

Recently, on this day,
I read one post of my favorite guide, and first time I gave my bulk likes to that Post’s comments,
Because I like that post so much.
But, this message shows me.
So, It’s looks like the More changes in Kudos Rule of connect.
That’s the amazing.
It’s more helpful for stopping suspicious activities on connect.
Hence, I Published my idea about this and it’s still open. (Now it’s has been closed by @AngieYC On 7:24PM IST due to another Reason.
(Maybe it’s seems like partial implementation of my idea, not sure)
Now we only give only 10 likes per minute,
In past kudo rule we can give more than 10 likes per minute.
Overall,
It’s helpful because it’s applying restriction on minutes, so it’s more impactful.
Now,
(2.1) **New Minute Rule
10 likes per minute.[Restriction High]
We are not able to give more than 10 likes.

Clarifications
This minute rule is not for applying on your own post,
You are able to give likes to your post’s comments with out any restrictions.
This minute rule is only for when you trying to give your kudos to another local guide’s bulk posts, bulk comments, bulk ideas.
Means You can don’t able to give more than 10 likes per minute to that local guides content.
(2.2) Updated hour Rule
Past hour rule –
500 likes per hour. [Restriction medium]
Now,
****Modification in hour Rule,
**New hour Rule – 600 likes per hour with 10 likes per minute.
