To address your issue,there is no such thing as level 7 perks. Perks are a token of thank you to local guides and there is no particular fixed pattern to the distribution.
Moreover,It’s not related to Local Guides level. Make sure to update your Local Guides Settings and have the Rewards check marked. Also make sure to put the location of the city where you reside permanently. In that way you will get a notification in your inbox if your turn ever comes
Meanwhile keep active on connect,contribute quality to the maps. There is more to benefit as a local guide than perks of local guides pin,a pair of socks etc.
